The findings of a research project in which political scientists<-- >two Norwegian, two Latvian, and one Kazak<-->investigated why those two countries have managed the transition to democracy with relative tranquility rather than the strife exhibited by so many other countries with ethnic divisions. Though pointing out the great differences between them, they conclude that in both cases the titular nation forms the basis for the tradition and symbols, while the remainder of the population, however numerous, are treated as an ethnic minority.
