About the Author

Cynthia McCoy-Miller began serving as Senior Deputy Director for the LA County Department of Children and Family Services, the largest child welfare agency in the nation, in 2012. She has been employed with LA County since 1980 and has, over time, worked her way up the ranks from a clerk to now senior Executive manager.
In her role, Mrs. McCoy-Miller leads and manages the largest and most complex administrative bureau within her organization. She has extensive experience in performance-based management and administration and has direct oversight of the following operations: Contract Services, Finance and Administration, Administrative Support Services, Information Technology (IT) and Security, Operational Support Services, and Equity.
Mrs. McCoy-Miller holds a Master of Social Work degree from the University of Southern California, a Bachelor of Social Work degree from California State Poly Pomona, and an Associate of Arts in Social Work degree from the LA Southwest College. She also successfully completed the County of LA Executive Leadership Development Program.
Mrs. McCoy-Miller is an active community member who uses her professional platform to help elevate, inspire, and enhance both the professional and personal growth of others through advocacy, coaching and mentoring, skill-building, and empowerment. She is actively involved in a variety of local initiatives and events for her organization, such as Anti-Racism, Diversity, and Inclusion (ARDI), “March of Dimes,” and March for Babies. She is also a longstanding Executive Board Advisor with her local African American Employee Association as well as a former Board and current member of the LA County Chicano Employee Association. The LA County African American Employee Association presented her with a “Standing Ovation Award” for her outstanding and dedicated leadership during Women’s History Month 2022. She was also a 2021 Continental Who’s Who recipient.
