The Honorable Emiliano “E.J.” Salcines, retired Appellate Judge of the District Court of Appeal, is a recognized historian. Judge Salcines was born and raised in Tampa – the son of immigrants from Spain who came to Tampa via Cuba. He has been a lawyer for 59 years. He was the first Hispanic American to be elected the State Prosecuting Attorney in the history of Florida.
