This book is based on the author's research of the state investment and public finance in Russia. The study covers 15 years - from 1992 to 2007 - and tells the story of some great ideas that have failed and some unjustified laws that still work.
The book explains what the Federal Target Programs are and how they serve as an instrument for the Russian state investment. The broadest range of goals and opportunities, created by these programs, might have stimulated the development of the Russian economy, as well as might have resolved some social problems.
